3ds.obj format gives you (mostly) working textures, but no rig. There have been two main methods for doing this, the Wavefront. And BTW: You don't have to use an entry of the registry, you could also just use the installation path of NWN2. Blender cannot support Collada 1.4.1 reliably yet, so a different format is needed. The GOG version doesn't come with registry entries, so you have to change the nwn2utils.ini manually. Trainz only recognises animation helper objects that it calls bones.
In Blender you can animate meshes but that animation is not recognised by Trainz. So, you still need to re-weight the mesh (and set the Specular Level to 115 - maybe that's not for all models!).
